Dr. L Corey Sloan, EdD, MPH, MS, MA, EMT-Paramedic – CEO, Managing Member, Principle Consultant
Dr. L. Corey Sloan is the CEO, managing member, and primary consultant at Viking Emergency Preparedness Consultants, LLC. Dr. Sloan is a thirty-four-year emergency services veteran with a unique and diverse public safety background and a wealth of experience from in-state disaster responses and recoveries, including the Joplin Tornado (2011), massive wildland fire in Caldwell County Missouri during the drought of 2011-2012, Pulaski County Missouri flooding (2013), West Plains Missouri historical flooding (2017), and the mass casualty incident at the Sound of Speed Airshow in St. Joseph Missouri (2018) to highlight significant events in the last ten years.
Read MoreDr. Sloan has previously served as a volunteer firefighter, EMT, EMT-Paramedic, Radio Operator, Police Officer, Federal Task Force Officer with ATF, Missouri State Fire Investigator, Missouri State Emergency Management Regional Coordinator, Chief of Police, and Emergency Management Director. Dr. Sloan is an adjunct professor at Missouri Western State University School of Nursing and Health Professions, lecturing in epidemiology, biostatistics, drug education, and population health management.
Dr. Sloan is a National Incident Management System, Incident Command System, Centers for Medicare and Medicaid Services Emergency Preparedness Rule (CoP), and Traffic Incident Management subject matter expert and educator. He has served on numerous local, state, and federal legislative panels.
Dr. Sloan authored and operationalized the Region H (NWMO) Ebola (EVD/VHF) emergency response and emergency medical service transport plan in 2017. Dr. Sloan is also a subject matter expert peer reviewer for the Assistant Secretary for Preparedness and Response (ASPR) topic collection with the Department of Health and Human Services.
Dr. Sloan has authored and published articles on interoperable communications, public/private sector integration in emergency and disaster response, risk communication, and outdoor storm warning siren protocols, and a peer-reviewed journal article, “The CMS Emergency Preparedness Rule: Challenges for Rural Medical Centers” in fall of 2020. He has also presented a poster on his research at the EMS Today 2020 conference in March 2020 in Tampa, FL.
During the COVID-19 pandemic response, Dr. Sloan served as a technical resource specialist in the Region H (NWMO) non-urban healthcare coalition. In this position, he worked in the logistics section, communications, and operations as a transport paramedic and at the monoclonal antibody infusion clinic sponsored by the Region H non-urban healthcare coalition in August and September 2021.
Dr. Sloan’s research interests involve social science, criminal justice, risk communication, public health emergencies, public health needs assessments, health disparities and interventions, public policy, emerging infectious diseases/outbreaks, environmental health impacts, disaster preparedness, response and recovery, and severe weather-related incidents.
Dr. Sloan holds a Doctor of Education (EdD) in Public Health Professions from AT Still University, Kirksville, Missouri, a Masters in Public Health (MPH), and a graduate certificate in epidemiology from the University of Missouri – Columbia. He also holds two additional masters degrees, a Master of Fine Arts (MA) in Sociology and Criminal Justice Administration from Lincoln University (Missouri) and a Master of Science (MS) in Fire and Emergency Management Administration from Oklahoma State University.
Dr. Sloan’s undergraduate degrees are in Criminal Justice Administration from Missouri Western State University and Fire Administration and Fire Prevention Technology from Western Illinois University.

Heidi Sloan – COO, Consultant
Heidi Sloan is the Chief Operating Officer and Co-Owner of Viking Emergency Preparedness Consultants, LLC. Heidi is the wife of the CEO, Managing Partner, and Principal Consultant. Her role involves finance, logistic support, and administration of the corporation.
Read MoreHeidi has over twenty-plus years of experience as a Registered Radiological Technologist in the hospital setting. She is trained in mammography, Nuclear Medicine, and Computed tomography and is credentialed by the American Registry of Radiological Technologists. She is currently studying to take the Mammography Board to become a registered Mammography Technologist.
In addition to being a Registered Radiological Technologist, she has taken the Missouri Emergency Medical Technician-Basic course, worked in an urgent care clinic, CPR, first aid, K-9 first aid, a certified Community Emergency Response Team member, forensic science courses and has assisted her husband on numerous incidents in the field of public safety.
In her spare time, she enjoys photography, crafting, and spending time with her family and our three German Shepherds she trained.

Edward Truitt- Consultant
Edward was born into a military and healthcare family in the Midwest. Since his teens, he has been actively serving in public safety. In the early 1990s, Edward started his journey in the fire service, where he is still very active as a firefighter, emergency medical technician, and fire chief. An early interest in hazardous materials led him to expand his education and training into a contractor role responding to hazardous material emergencies. Edward also started to focus on chemical, biological, radiological, nuclear, and explosives training and response, where he could use his skills in the public safety arena.
Read MoreEdward is still very active in the hazardous materials community as a local responder, regional training officer, federal responder, and contractor. Edward has gained various specialized training over the past 30 years in the fire service. Edward is constantly teaching and training through the National Domestic Preparedness Consortium. Edward has deployed to numerous state and federal disaster incidents in the past decade. Edward and his wife have six children. In their free time, they travel the world, and SCUBA dives at every chance.

Dr. Tiffany Shinton-Truitt, PhD, MPH, BS, RN – Consultant
Dr. Tiffany Shinton-Truitt is a pediatric intensive care nurse at Children’s Mercy Hospital, Kansas City, MO. She is also a communication specialist for Children’s Mercy Critical Care Transport. While she obtained her Ph.D. in Public Health, clinical research and the love of caring for others interested her. This motivated her to begin nursing school. She completed her Associate of Nursing from Metropolitan Community College in 2021. She is currently pursuing her Master of Nursing in Health Informatics.

Tiffany has experience as an emergency medical technician (EMT) for 17 years and an
emergency medical dispatcher (EMD) for 10 years. She is a Communications Unit Leader (COM-L)
and assisted with event communications and planned exercises with mobile communications resources for
Mercy hospital. She is a certified flight communicator (CFC) and has dispatched helicopters to flight
scenes and inter-facility transfers for Mercy Hospital, Springfield.
Tiffany received her Ph.D. in Public Health from Walden University, Minneapolis, Minnesota. She also holds two Master’s degrees, one in Public Health and one in Emergency Management, both from Walden University, Minneapolis, Minnesota, a Bachelor’s in Biology from Missouri State University, Springfield, Missouri, and two Associate degrees, one in Arts from Ozark Community College, Springfield, Missouri, and one in Nursing from Metropolitan Community College, Kansas City, Missouri.
Tiffany interned with the Springfield-Greene County Office of Emergency Management while completing her Master of Emergency Management. During this time, she assisted with updates to the County Hazard Mitigation plan for submission to the state emergency management agency (SEMA) and federal emergency management
agency (FEMA).

Joe Dietrick, MA, CRNA – Consultant
Joe is a 29-year CRNA, practiced in a Level-1 Trauma Center/High as a CRNA Instructor at Truman Medical Center (TMC), Kansas City, and now in rural anesthesia for over a decade. At TMC, he was awarded the CRNA Instructor of the Year award three times by graduating classes. From 1995-2010, he was appointed as an Instructor for the University of Missouri – Kansas City School of Medicine.
Read MoreStarting his career as a Kansas Paramedic (MICT) & Firefighter, he also gained flight experience as an on-call Paramedic with LifeWATCH, Wesley Medical Center, Wichita, KS. Subsequently, he obtained his RN diploma and achieved a long-term goal of becoming a CRNA.
As an RN, he has worked in ED & ICU and was Assistant Flight Coordinator for LIFEGUARD 1 at University Hospital, Albuquerque, NM, in the late 1980s. The only helicopter transport service in the state, University Hospital also had the only Level 1 Trauma Center, Level 3 PICU, Level 3 High-Risk OB, and Burn Center.
While in Albuquerque, he was responsible for overseeing the initiation of the fixed-wing program with LIFEGUARD 1, served on the NM EMS radio communications committee, obtained his TNCC, taught many ALCS courses, and received his PALS certification in one of the earliest courses in the country.
At Truman Medical Center, Joe was also asked to join the Emergency Management Committee and led the Incident Management Team, which operated the Command Center during hospital incidents. He assisted in developing and implementing the Corporate & Facility Emergency Operation Plans, responsible for nearly 10,000 patients, staff, physicians, and students.
Joe has been an educator since first becoming a Paramedic & RN, with over 500 hours over his career. He has spoken on various topics for CRNAs across the country. He has given presentations for other paramedics, nurses, and physicians, primarily focusing on airway management, critical respiratory care, and hospital emergency management. Joe also lectures for the Grand River Technical School paramedic & refresher courses each year.
Providing anesthesia on 11 international medical missions, he found an opportunity to use skills necessary in austere operating environments and meet many people, many of whom remain friends.
Joe has been involved in radio communication since his youth and is active in Amateur Radio, serving as the Emergency Coordinator in Livingston County for the Amateur Radio Emergency Services (ARES).

Jake Loving, BS, CCP-C, FP-C – Consultant
Born and raised in Northwest Missouri, Jake has been providing patient care to the region for over ten years. Jake started as an EMT in 2011 and became a paramedic in 2012. He obtained his BS in Paramedic – Leadership from Eastern Kentucky University in 2015. Jake also serves as an EMS Instructor, ACLS / PALS Instructor, and AMLS / PHTLS Instructor.

He works at a critical access rural hospital, a local EMS service, and as a flight paramedic at a local flight service. Jake is a Divemaster and Public Safety Diver. Jake also has training in vehicle extrication, rope rescue, and swift water rescue.
Jake believes that caregivers and providers should provide high-quality care to patients while doing what is right for the patient in every way possible. He has a passion for airway/ventilator management and critical care resuscitation.
Jake is married to his wife, Brooke. He has three children and a Boston Terrier. His hobbies include playing sports, SCUBA diving, and riding motorcycles. Jake is working to apply for medical school in the future to become a physician with a specialty in Emergency Medicine / Anesthesiology.

Blair Shock, MPH, BS – Consultant
Hailing from Southwest Missouri, Blair possesses a uniquely diverse educational and professional background. Blair graduated from Missouri State University with a BS in Wildlife Conservation and Management before embarking on a career spanning more than 20 years in Public Health and Emergency Management and the Fire Service, including numerous disasters, pandemics, and other emergencies. Blair holds a Master of Public Health and a graduate certificate in Public Health Workforce Preparedness from the A.T. Still University of Health Sciences, as well as multiple professional credentials across a spectrum of emergency services, including public health, law enforcement, fire service, hazardous materials, and cybersecurity.

Previously, Blair worked as an Environmental Specialist and Communicable Disease Epidemiology Specialist. Blair also owns a consulting company that provides communications and information systems consulting services to public safety agencies in Northwest Missouri. His public-safety-focused work equips him with unique skills in developing and deploying hardened systems amid growing cyber threats. He has served in command staff roles during numerous disasters in Missouri, including coordinating County-level and regional COVID-19 response, tornado response in 2018, response to flooding in Pulaski County, Missouri, in 2013, and numerous wildfires during the drought of 2011-2012.
Blair is a National Incident Management System instructor for the State of Missouri and serves as a firefighter and training officer for a fire protection district in Northwest Missouri. He is a Public Health and Emergency Management leader, representing Missouri Region H Public Health Agencies and Emergency Management Agencies across numerous boards, legislative committees, and professional organizations. He serves on the Missouri Non-Urban Healthcare Coalition as a Public Health representative. He is a member of the Southwest Missouri IST, a Type III IMT, where he serves as a Communications Unit Leader and Communications Unit Technician. Blair possesses a unique combination of professional competency and technical aptitude that is highly useful for solving problems in real time, especially during emergencies and disasters.
In his free time, Blair enjoys traveling and spending time outdoors with his family. He is passionate about landscape photography, amateur radio, and model aircraft aviation. He and his family have a long-term goal of visiting every national park in the United States and have visited 25 of the 64 national parks so far during their travels.
